Meet Our Board of Directors

The Philadelphia Federal Credit Union (PFCU) is a member-owned, not-for-profit financial institution that exists entirely to serve our members. PFCU does not issue stock or pay dividends to outside shareholders. All earnings are returned to members in the form of lower loan rates, higher dividend rates, fewer fees, free financial education and community activities. Our Board of Directors is a dedicated group of volunteers that are elected from within our membership.

Paulette Chambers, Board MemberPaulette Chambers, Board Member

Paulette was born and raised in Philadelphia. She is a graduate cum laude of Peirce College with an A.S. in business administration and is a member of Phi Theta Kappa Honors Society. Paulette has been a member of the Philadelphia Federal Credit Union since 1971 and served on various committees as an active volunteer for the past 23 years. She has been a member of the Supervisory Committee and was Chairperson of the Loan Policy and Loan Review Committees. Today, Paulette serves on the Board of Directors’ Executive Committee. She is also a member of the Asset and Liability Management Committee. Employed by the City of Philadelphia for over 36 years, Paulette held various positions from a Clerk Messenger to an Applications Programmer III. She is an active member of the Urban League, the National Association for the Advancement of Colored People, the African American Museum of Philadelphia, the Schomburg Center, Smithsonian Institution, WHYY, WRTI-Temple University, the Franklin Institute and the Free Library of Philadelphia Foundation. Paulette also serves as a member of the West Oak Lane Business Association and three senior centers including the Center in the Park, Martin Luther King and West Oak Lane. In her spare time, she teaches line dancing for the St. Peter Claver Junior Auxiliary at St. Athanasius School and the Kings Men class at MLK Senior Center. She supports numerous charities that include Alex’s Lemonade Stand Foundation, American Diabetes Association, American Heart Association, Bridges to Education, Career Wardrobe, Center for Community Arts, Feed the Children, Habitat for Humanity, Mercy Neighborhood Ministries, Philabundance, Susan G. Komen Foundation, The Philadelphia Foundation and West Catholic High School among many others. She resides in Philadelphia and has two married daughters and three grandchildren.

Anna DeFusco, Board MemberAnna DeFusco, Board Member

Ann was born and raised in South Philadelphia. She has been a Credit Union member for more than 35 years, and has served as an active volunteer since 1976. Before she was elected to the Board of Directors in 1993, Anna served as a volunteer, and soon became the Chairperson of PFCU’s Delinquent Loan Committee. She is currently Secretary of the Board. Ann is a graduate of John W. Hallahan High School, the Temple Real Estate School and has earned more than 25 years of experience working for the City of Philadelphia. Retired from the Philadelphia Redevelopment Authority where she was employed as an Administrative Secretary, she also worked part-time for local physician, Dr. Guy Carnabuci M.D. for 38 years. Ann served as Judge of Elections of the 1st Ward, 21st Division and Past Vice President of South Philadelphia Communities Civic Association. She has participated in the Philadelphia Columbus Day Parade, American Cancer Society Walks and supports many charities.  Ann is an avid entertainer who loves to cook and hosts her annual open houses on New Year’s Day to cheer on the Mummers. She resides in South Philadelphia and has two daughters and two grandchildren.

Timothy P. Lederer, Board MemberTimothy P. Lederer, Board Member

Tim was born in the Fishtown section of Philadelphia and raised as a parishioner of St. Katherine of Siena in Northeast Philadelphia. He is a graduate of Archbishop Ryan High School, received a B.A. in Economics from Villanova University and his M.B.A. from St. Joseph’s University Haub School of Business. Tim has been a credit union member for over 21 years, having served as an active volunteer since 2000. He has served on the Supervisory Committee since 2001 and was appointed as Chairman of the Committee in January of 2009. Today, Tim serves on the Board of Directors, filling the vacancy of Ken Carlin, who passed away in December 2012. Tim began his professional career at Independence Blue Cross (IBC) as a financial analyst. During his nine years at IBC, he received promotions into various sales and senior account management positions through February of 2003. At that time, he left to pursue building his own business and client base as an employee benefits consultant and financial advisor to businesses and individuals in the local tri-state region. Presently he operates his business and practice through a general agency in Blue Bell PA. Tim’s local community involvement includes serving as a Board member of New Kensington Community Development Corporation (NKCDC), member of Villanova University Alumni Association (Philadelphia Chapter), member of the Philadelphia Young Professionals Network (YPN). He supports Archbishop Ryan High School, St. Joseph’s and Villanova Universities as well as several charities that include the American Cancer Society, Alzheimer’s Association, Child Abuse Prevention Effort (CAPEPA), Gilda’s Club, Operation Smile, and The United Way. In his spare time, his activities and interests include spending time with family and friends, reading and following all local college and professional sports teams.

Bernard Lester, Board MemberBernard Lester, Board Member

Bernard has been a member of PFCU since 1980 and is employed as the Network Manager of PFCU’s Information Services department. Prior to his current role, he worked in multiple departments of the credit union, including Member Service, Lending and as the Lead Teller at the Temple University and Temple Hospital Satellite branches. Bernard is PFCU’s longest-serving employee, with 33 years of experience. In February 2009, he served the remaining term of his father, Bernard T. Lester, who retired after his re-election and was officially elected to the Board of Directors in 2010. He has served on the Election and Disaster Recovery Committees at PFCU and has also attended various conferences for continuing education offered to credit union directors. He is currently pursuing a B.S. in Information Technology through the University of Phoenix. Born and raised in the East Germantown section of Philadelphia, Bernard later moved to the West Oak Lane area, where he participated in the neighborhood block watch committee and served as the block captain. He also provides financial support to the Salvation Army and the Media Church of Christ. Bernard currently resides in Montgomery County and has two children. In his spare time, he enjoys golfing and reading from his collection of 2,000 books stored on his Kindle eBook device.

Michael McAllister, Esquire, Vice Chairman of the BoardMichael McAllister, Esquire, Vice Chairman of the Board

Mike was born and raised in Philadelphia. He is a graduate of Cardinal Dougherty High School, Penn State University and Temple School of Law. Mike is a member of the Bar of the Supreme Court of Pennsylvania, the Eastern District of the United States Federal Court and the Supreme Court of the United States. He has had extensive experience with the City of Philadelphia working as a Recreation Leader, an Adult Probation and Parole Officer and a Law Clerk for the First Judicial District. Mike served as a Deputy Commissioner to the Philadelphia Election Board and Voter Registration Commissions. He also served as Commissioner of the Jury Selection Board for the First Judicial District of Pennsylvania. He practiced law as an assistant in the Philadelphia District Attorney’s office and as a full time Civil and Criminal Practitioner. He was former counsel to the County Detectives Association of Pennsylvania. Mike is a Board member of the Marine Corps Law Enforcement Association and the Brehon Law Society. Associated with Philadelphia Federal Credit Union for 38 years as a member of the Board of Directors, he currently serves as Chief Counsel and Vice Chairman of the Board. Mike resides in Northeast Philadelphia, is married and has three children and two grandchildren.

Dennis McBride, Treasurer of the BoardDennis McBride, Treasurer of the Board

Dennis was born and raised in the Far Northeast section of Philadelphia and was a parishioner at Our Lady of Calvary R.C. Church for 18 years. He has been a credit union member for 33 years, actively serving on various committees during that time, including the Asset and Liability Management Committee. He was elected to the Board of Directors in 1991 and at present, serves on the Executive Committee and as Treasurer of the Board. Dennis is a graduate of LaSalle University with a B.S. in Accounting. With an extensive background in finance, today he is President of his own consulting company. Dennis served our country in the United States Navy and is a proud supporter of the United States Naval Memorial. He was a Healthcare Reimbursement Specialist for 35 years and served as a member of the American Association of Healthcare Managers. Dennis is a very active participant in PFCU-sponsored events that have included the Special People in the Northeast’s Stroll in the Park, cleaning the grounds of Friends Hospital and marching in the annual St. Patrick’s Day Parade. He has financially supported Archbishop Ryan High School and LaSalle University, his alma mater. Other charitable donations include Catholic University, St. Joseph’s Academy, Bridges to Education and the Buckingham SPCA. Dennis resides in Bucks County, is married and has a daughter.

Joseph F. McHugh, Jr., Chairman of the BoardJoseph F. McHugh, Jr., Chairman of the Board

Joe has been a credit union member for 30 years and has served on various committees, including the Loan Review Committee and as Secretary of the Supervisory Committee. Joe was elected to the Board of Directors in 1998. He presently serves on PFCU’s Executive Committee as the Chairman of the Board of Directors. Joe was born and raised in the Tacony and Mayfair sections of Northeast Philadelphia and is a graduate of Father Judge High School. Joe has been employed with the City of Philadelphia’s First Judicial District for the past 29 years. He currently serves as Director of Case Management for the Family Court Division. Joe has received numerous certificates for continuing education and was honored with the Herbert R. Weiman Jr. Award from the Philadelphia Bar Association. He received his B.A. in Criminal Justice from Temple University. His memberships include Founding Member of the Ancient Order of Hibernians (AOH) Division 17, the Pennsylvania Domestic Relations Association, the Pennsylvania Association of Court Management, the National Child Support Enforcement Association and parishioner of St. Bernard’s R.C. Church. He supports various charities that include the ALS Association where he has been an active participant in the annual Walk for ALS along with the Annual St. Patrick’s Day Parade. An avid sports fan, Joe has enjoyed coaching little league baseball throughout the years for Mayfair Athletic Club and Vogt Community Association. He is married with two children and resides in the Northeast section of Philadelphia.

Elaine Melchiorre, Board MemberElaine Melchiorre, Board Member

Elaine was born and raised in South Philadelphia. She has been an active credit union member and volunteer since 1977. Before her election to the Board in 1997, she was Secretary of the Supervisory Committee, where she served for 20 years. After an extensive background with the First Judicial District of Pennsylvania for 23 years, in the Family Court Division, where she held the position of Court Administrative Officer, Elaine retired. She is a member of the Church of the Epiphany in South Philadelphia and is a financial supporter of St. Jude’s Children’s Hospital among many others. Elaine interests include traveling, music and the arts. She resides in South Philadelphia and has three children and six grandchildren.

Kathleen Meyer, Board MemberKathleen Meyer, Board Member

Kathy was born and raised in the Juniata section of Philadelphia and is a graduate of Little Flower High School. She has been a credit union member for over 36 years and has served as an active volunteer since 1994, serving on the Loan Review and Supervisory Committee where she was appointed Chairperson. Kathy has served on the Board of Directors since 2009. She started her career working at local branches of Philadelphia National Bank and for several attorneys in the City. Kathy started working at the City of Philadelphia 36 years ago in various legal and judicial capacities. Her extensive experience includes the Common Pleas Court of Philadelphia where she served as Past Secretary and Past President of the Board of the Judicial Secretaries Association for more than 20 years. In addition, she has also worked as a Jewelry Consultant for the past 30 years. She recently retired from her position as the Communications Director and Court Administrative Officer to the Administrative Judge of the Common Pleas Trial Division. Kathy is a supporter and volunteer for Autism Awareness, the American Cancer Society and the Multiple Sclerosis Society. She resides with her husband in Center City, Philadelphia and has three stepsons.

Elouise Thomas, Board MemberElouise Thomas, Board Member

Elouise was born and raised in Philadelphia and became a member of PFCU in 1966, soon after she started her employment with the City of Philadelphia.  She has been an active volunteer of the Credit Union for the past 34 years, serving as a member on the Supervisory Committee.  Elouise was appointed to the Board in 2012, serving the vacancy of Matthew Tierney, who retired as Vice Chairman after 42 years of service. With an extensive background with the City of Philadelphia, she worked in several divisions including Construction, Zoning, Sign and Mechanical and retired as a Minority Business Specialist II in the Finance Department in 2004.  To her credits, Elouise attended Temple University’s New Careers Ladder in Social Work Program and received her Bachelors’ of Social Work accreditation in 1977. She served as Shop Steward for District Council 47 and on the Parent Supervisory Panel to the Philadelphia Board of Education’s Get Set Program. Elouise also served on the Board of Directors for the Martin Luther King Plaza Homeowner’s Association and was a recipient of a citation from the Chapel of the Four Chaplains for her outstanding community work. She supports organizations such as the Black Women’s Lawyers Association and many local charities that include the Salvation Army, and the Point Breeze Performing Arts Center. Elouise has four children, four grandchildren, two great-grandchildren and resides in South Philadelphia.

Charles Zacney, Board MemberCharles Zacney, Board Member

Chuck was born and raised in the Far Northeast section of Philadelphia for 35 years. He has been a credit union member for over 21 years and served as an active volunteer since 1992. Chuck served on the Loan Review Committee from its inception in 1993. After being promoted to the Supervisory Committee in 1995, he became Chairman in 1996. He has been a Board member since 1998. Chuck has held various positions as an Auditor for Hahnemann University Hospital, Manager of Abington Memorial Hospital and the Director of Billing for the University of Pennsylvania Orthopedics. He is currently President of his own medical billing company. Chuck serves as President of the League of Healthcare Professionals and is a national member of the American Association of Healthcare Managers. He supports various charities that include participation in Alex’s Lemonade Foundation and in his spare time enjoys coaching little league baseball in Upper Providence. Chuck’s interests include breeding horses and he sits as the owner and President of Cash is King Racing Stables. He resides in the Far Northeast section of Philadelphia, is married and has three children.
